Con Edison “Heat as a Service Financing” Initiative – in a One-Commissioner Order, Public Service Commission Interim Chair John Howard has authorized Con Edison to spend $5.9 million on 2 programs designed to help the company meet peak gas demand without building new gas infrastructure. One is a Behavioral Demand Reduction initiative under which the utility will message 120,000 residential gas customers in advance of gas demand peaks, urging them to reduce gas use. The second, the “Heat as a Service (HaaS) Financing” program is projected to shave almost 3 times as much gas use on peak days. Con Ed would provide marketing for vendors of “high-efficiency electric heating technology” that would be installed for free and owned and serviced by the vendor for a monthly fee from the customer.
