Costa Rica recently announced that it will be 100% carbon-neutral and 100% free of single-use plastics by 2021. The country has been 99% free of fossil fuels for electricity since 2015. It has also taxed fossil fuels for transportation, with the income going into forest protection. The result is that the forests now cover twice the area than they did thirty years ago, providing for carbon capture to offset use of fuels.
